Full Paper Submission Guidelines

• For an accepted paper to be presented at the conference, at least one author must be registered for in-person or virtual attendance (virtual attendance must be approved by the committee).
• The Author Registration Deadline is Monday, March 3, 2026.
• For an accepted paper to be included in the proceedings/IEEE Xplore, it must be covered by a full IEEE Member or Non-Member registration fee. Each full registration for in-person or virtual attendance can cover publication of up to two papers.
• Student or Life Member registration fees do not ensure paper publication. Please contact us for special consideration if this creates undue hardship.
• Paper publication requires presentation at the conference, either in-person or virtual as a paper or poster presentation. IEEE reserves the right to exclude any accepted paper that was not presented from distribution after the conference, including removal from IEEE Xplore.

• Contribution to the conference proceedings and IEEE Xplore is strongly encouraged.
• High-quality two-page abstracts that follow the guidelines for proceedings papers can be directly re-submitted for the proceedings. Alternatively, authors may write a separate, more expansive proceedings paper.

• IEEE policy requires a copyright release for each proceedings paper. Without a copyright release on file, your paper cannot be published in the conference proceedings. Further instructions will be included in your decision email.
• Multiple submissions are not acceptable for any proceedings contribution. Please do not submit any manuscript concurrently under active consideration for publication elsewhere.

IEEE defines plagiarism as the reuse of someone else’s prior processes, results, or words without explicitly acknowledging the original author and source. Plagiarism in any form is unacceptable and is considered a serious breach of professional conduct, with potentially severe ethical and legal consequences.
